Inspections
Mr David Jamieson NC11 To move the following Clause:
"Inspections 73F Guidance about street authority inspections(1) The Secretary of State may issue or approve guidance to street authorities about any matter relating to the exercise by them of any power to carry out inspections of street works (including inspections following their completion). (2) In exercising their powers to carry out such inspections a street authority shall have regard to any guidance issued or approved under this section. (3) In this section any reference to inspections includes the carrying out of investigatory works.".'.

Street and road works undertaken by local highway authorities
Mr John Redwood NC1 To move the following Clause:'It shall be a duty on every local highway authority to have regard to the need to keep traffic flowing when undertaking street and road works. They will be treated the same as other bodies and companies carrying out works that include street and road works.'.
Works to motorways and trunk roads
Mr John Redwood NC2 To move the following Clause:'The Highways Agency shall carry out any works to motorways and trunk roads entailing the closure or narrowing of lanes after 8 pm and before 6 am or at weekends.'.
Bus lanes
Mr John Redwood NC3 To move the following Clause:'All bus lanes
Red traffic lights
Mr John Redwood NC4 To move the following Clause:'Drivers shall treat red traffic lights as stop signs when turning left at a light-controlled junction.'.
Traffic signals with all red phases
Mr John Redwood NC5 To move the following Clause:'No authority shall be entitled to install or operate traffic signals with all red phases at road junctions where there is no hazard other than traffic.'.
Maximum speed limits on dual or treble carriageways
Mr John Redwood NC6 To move the following Clause:'The maximum speed limits on dual or treble carriageway roads with grade-separated interchanges shall not be below 60 mph unless authorised by the Secretary of State.'.
Speed cameras

Mr Christopher Chope NC14 To move the following Clause:'Any motor vehicle with two or more passengers shall be entitled at any time to use any carriageway marked out as a bus lane.'.
Provision of parking spaces for car clubs
John Thurso NC14A To move the following Clause:'(1) It is the duty of a local traffic authority to make such arrangements as they consider appropriate to facilitate the operation of car clubs in order to secure the reduction of road congestion. (2) A local traffic authority shall require every organisation seeking to operate as a car club to register their constitution, rules and membership numbers and may at their discretion approve such an organisation as a registered car club. (3) The arrangements in subsection (1) shall include the provision of parking spaces for which they do not make a charge for the sole use of registered car clubs.'.
Network management duty

Annual report to parliament
Brian White NC16 To move the following Clause:'A report on the scale, activities and effectiveness of the work of traffic officers shall be presented on an annual basis to Parliament by the Secretary of State.'.
Duty to consult
Brian White NC17 To move the following Clause:'In monitoring and evaluating the work and effectiveness of traffic officers, the appropriate national authority shall establish and consult with an advisory group comprising such members as may be considered appropriate.'.
Consultation
Brian White NC18 To move the following Clause:'Prior to the issuing of intervention notices or orders, the Secretary of State shall consult with such organisations as he considers appropriate over the content and timing of such orders and notices and over the criteria against which the performance of a local authority may be assessed.'.
Report to parliament
Brian White NC19 To move the following Clause:'The Secretary of State shall present a report on an annual basis to Parliament on the number and nature of intervention notices and orders issued in the previous year and their effects on local traffic authority performance with specific references to improvements in road safety.'.
Traffic Management Forum
Brian White NC20A *To move the following Clause:'(1) The appropriate national authority shall create a Traffic Management Forum. (2) Membership of the Traffic Management Forum shall comprise representatives from the Department for Transport, the Highways Agency, the Local Government Association, the Association of Chief Police Officers, accredited recovery organisations and such other bodies or persons as the appropriate national authority considers suitable. (3) The Traffic Management Forum shall prepare a Code of Practice (the Code) to be observed by traffic officers, by accredited recovery organisations and by any organisations providing services equivalent to those provided by accredited recovery organisations (collectively known as rescue and recovery organisations). (4) The Code shall include guidance on
(6) Before preparing or revising the Code, the Traffic Management Forum shall consult such bodies or persons as it considers appropriate. (7) After preparing the Code or a revised version of the Code the Traffic Management Forum shall send a copy to the appropriate national authority. (8) If the appropriate national authority approves it, the Code shall be laid before each House of Parliament and the Code, and any revised version of the Code, shall not come into force until has has been approved by a resolution of each House of Parliament. (9) The appropriate national authority shall not issue any guidance on the issues detailed in subsection (4) without first consulting the Traffic Management Forum. (10) For the purposes of this section "accredited recovery organisations" shall have the meaning contained in The Greater London (Central Zone) Congestion Charging Order 2001.'.
