Consultation
Brian White NC18 To move the following Clause:'Prior to the issuing of intervention notices or orders, the Secretary of State shall consult with such organisations as he considers appropriate over the content and timing of such orders and notices and over the criteria against which the performance of a local authority may be assessed.'.
Report to parliament
Brian White NC19 To move the following Clause:'The Secretary of State shall present a report on an annual basis to Parliament on the number and nature of intervention notices and orders issued in the previous year and their effects on local traffic authority performance with specific references to improvements in road safety.'.
Traffic Management Forum
Brian White NC20A To move the following Clause:'(1) The appropriate national authority shall create a Traffic Management Forum. (2) Membership of the Traffic Management Forum shall comprise representatives from the Department for Transport, the Highways Agency, the Local Government Association, the Association of Chief Police Officers, accredited recovery organisations and such other bodies or persons as the appropriate national authority considers suitable. (3) The Traffic Management Forum shall prepare a Code of Practice (the Code) to be observed by traffic officers, by accredited recovery organisations and by any organisations providing services equivalent to those provided by accredited recovery organisations (collectively known as rescue and recovery organisations). (4) The Code shall include guidance on
(6) Before preparing or revising the Code, the Traffic Management Forum shall consult such bodies or persons as it considers appropriate. (7) After preparing the Code or a revised version of the Code the Traffic Management Forum shall send a copy to the appropriate national authority. (8) If the appropriate national authority approves it, the Code shall be laid before each House of Parliament and the Code, and any revised version of the Code, shall not come into force until has has been approved by a resolution of each House of Parliament. (9) The appropriate national authority shall not issue any guidance on the issues detailed in subsection (4) without first consulting the Traffic Management Forum. (10) For the purposes of this section "accredited recovery organisations" shall have the meaning contained in The Greater London (Central Zone) Congestion Charging Order 2001.'.

Carriageway restriction (consultation)
Mr Christopher Chope NC24 To move the following Clause:'(1) The local traffic authority shall not reduce the width or number of carriageways or introduce any permanent restriction on motor vehicle traffic flow on their road network without first conducting a consultation exercise thereon to ascertain that any measures proposed have clear majority support amongst local residents, shopkeepers and those businesses likely to be affected. (2) The manner, nature and period of such mandatory consultation shall be determined by the Secretary of State.

PROGRAMME ORDER OF THE HOUSE [5TH JANUARY 2004]That the following provisions shall apply to the Traffic Management Bill:
Committal 1. The Bill shall be committed to a Standing Committee.
Proceedings in Standing Committee 2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 12th February.3. The Standing Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading 4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day. 6. Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.
Other proceedings 7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed.
