    '(1A)   The Director shall have the general duty of keeping the Secretary of State informed about—

      (a) the quality of the education provided by higher education institutions;

      (b) the educational standards achieved in those institutions; and

      (c) whether the financial resources made available to those institutions are managed efficiently.

    (1B)   When asked to do so by the Secretary of State, the Director shall—

      (a) give advice to the Secretary of State on such matters as may be specified in the Secretary of State's request;

      (b) inspect and report on such higher education institution or class of higher education institution as may be so specified.

    (1C)   The Secretary of State may by regulations make provision about the exercise of the powers of the Director under subsection (1B)(a).'.
