Clause     9,     page     6,     line     12,     at end insert—

    '(3B)   An order under this section conferring a function on a fire and rescue authority which is to be discharged outside the authority's area shall also provide for payment to the authority by all fire and rescue authorities in the area of which such functions are to be discharged of such contributions to the capital and recurring costs of the discharge of such functions as the Secretary of State shall determine are appropriate.'.

Clause     9,     page     6,     line     16,     at end add—

    '(6)   Before making an order under this section the Secretary of State shall cause an inquiry to be held and shall only make the proposed order if the inquiry concludes that the making of the order is in the interests of greater economy, efficiency and effectiveness of the fire and rescue service.'.


ORDER OF THE HOUSE [26TH JANUARY 2004]

       That the following provisions shall apply to the Fire and Rescue Services Bill:

Committal

    1.   The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2.   Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 2nd March 2004.

    3.   The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6.   Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further Message from the Lords) may be programmed.
