    (1B)   When asked to do so by the Secretary of State, the Director shall—

      (a) give advice to the Secretary of State on such matters as may be specified in the Secretary of State's request;

      (b) inspect and report on such higher education institution or class of higher education institution as may be so specified.

    (1C)   The Secretary of State may be regulations make provision about the exercise of the powers of the Director under subsection (1B)(b).'.
