Make
provision about the regulation of hormone disrupting chemicals;
and |
|
|
|
|
Be
it enacted by the Queen’s most Excellent Majesty,
by and with the advice and |
|
|
consent of the Lords Spiritual
and Temporal, and Commons, in this present |
|
|
Parliament assembled, and
by the authority of the same, as follows:— |
|
|
1 |
Ban
on certain hormone disrupting chemicals |
|
|
(1) |
Where, in the opinion of
the Environment Agency— |
|
|
(a) |
a substance (substance A)
contains hormone disrupting chemicals |
|
|
which may damage human health
or the environment; and |
|
|
(b) |
there is an alternative substance
which adequately performs the |
|

functions of substance A; |
|
|
|
it
shall lay a report to that effect before each House of Parliament. |
|
|
(2) |
Within three months of the
report under subsection (1) being laid before each |
|
|
House of Parliament, the
Secretary of State shall make an order to ban |
|
|
|
10 |
(3) |
Before making a report under
subsection (1) the Environment Agency shall |
|
|
consult with such organisations
as the Secretary of State may by regulations |
|
|
|
|
(4) |
Any power to make an order
or regulations under this section is exercisable by |
|
|
|
15 |
(5) |
The Secretary of State may
not make an order or regulations under this section |
|
|
unless a draft of the order
or regulations has been laid before, and approved by |
|
|
resolution of, each House
of Parliament. |

|
|
|
|
“substance
containing hormone disrupting chemicals” means chemicals,
|
|

including
pesticides, industrial chemicals, by-products of industrial |
|
|
processes
and components of sewage effluent, which in the opinion of |
|
|
the
Environment Agency, have endocrine disrupting activity. |
