    '2  Prior to making a scheme, the scheme authority will consult with interested parties including, but not limited to—

      (a) the Schools Forum,

      (b) representatives of denominational schools whose pupils might be affected by the scheme,

      (c) teachers' organisations,

      (d) representatives of special schools whose pupils might be affected by the scheme,

      (e) parent governors of schools whose children will be affected,

      (f) further education colleges,

      (g) bus operators, and

      (h) other organisations with an interest in the education of children in the scheme area.

    (1) The scheme authority will publish the details of the proposed scheme and seek comments from interested parties, who will have 28 days from the date of publication of the scheme to comment.

     (2) The scheme authority will submit to the appropriate national body a summary of the responses to the consultation together with the scheme authority's own response to the consultation.'.

'Annual report by scheme authority

    7A (1) The scheme authority will present an annual report to the appropriate national authority a report setting an assessment of the effectives of the scheme in the relevant school year to include—

      (a) the revenue and costs of the scheme,

      (b) the number of pupils affected,

      (c) the number of pupils being charged,

      (d) an assessment of the impact of the scheme on school choice, including denominational schools and Welsh language schools, and

      (e) an assessment of the impact of the scheme on traffic volumes.

    (2)   The annual report under subparagraph (1) shall be presented to the appropriate national authority by 31 December following the end of the school year to which the report relates.

Power of national authority to revoke scheme

    7B  Following the receipt of the annual report, the appropriate national authority may amend or revoke the scheme if it is failing to meet its objectives.

    7C  The appropriate national authority shall lay before Parliament an annual report compiled from the reports received from scheme authorities as required under paragraph 7A(2).'.
