NEW CLAUSESOffence of overtaking a school bus
Mr David Kidney NC1 To move the following Clause:'(1) A driver of a vehicle who overtakes a bus dedicated for the transport of school children stopped on the public highway for the purpose of children embarking or disembarking shall be guilty of an offence. (2) A bus dedicated for the transport of school children shall be identified by the appropriate markings. (3) The Secretary of State may by regulations define the markings referred to in subsection (2). (4) An offence committed under subsection (1) shall be the subject of a combination of fixed penalty fine and endorsement of licence.'.
Local authority revenue
Mr Mark Hoban NC2 To move the following Clause:'(1) No account shall be taken of the revenues derived from any scheme made pursuant to this Act in determining the funding of schools and local education authorities. (2) In determining the proportion of a local education authority's budget to be transferred to any school, no account shall be taken of any expenditure on school transport incurred by that school.'.
ORDER OF THE HOUSE [28TH OCTOBER 2004]That the following provisions shall apply to the School Transport Bill:
Committal 1. The Bill shall be committed to a Standing Committee.
Proceedings in Standing Committee 2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on 11th November 2004.3. The Standing Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading 4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
Programming Committee 6. Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.
Other proceedings 7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed.
ORDER OF THE COMMITTEE [9th NOVEMBER]That(1) during proceedings on the School Transport Bill, in addition to its first meeting at 9.25 a.m. on Tuesday 9th November, the Standing Committee shall meet at
(2) proceedings on the Bill shall (so far as not previously concluded) be brought to a conclusion at 5 p.m. on Thursday 11th November.
