    '(5A)   The Secretary of State shall make regulations to set up a pilot scheme for the introduction of casinos classified in subsection (5)(a) above as "regional" casinos.

    (5B)   A pilot scheme shall consist of no more than four "regional" casinos, one of which shall be situated in a coastal resort area, and all of which shall be in key regeneration areas.

    (5C)   The Secretary of State shall before the end of the pilot scheme, which shall be in force for a minimum of five years from the commencement of this Act, commission an independent report assessing the impact of "regional casinos.".

    (5D)   The Secretary of State shall present the report to Parliament and may bring forward proposals for further regional casinos in regeneration areas.'.
