Mr. Swire: Will the Minister give way?
Dr. Ladyman: Very briefly, as we have only a couple of seconds.
Mr. Swire: It is all very well devolving these matters to local authorities and health services, but there is a crisis in Devon, as is shown by the cross-party representation in this debate. We want intervention and action, not more delegation and discussion.
