1Death of a Member,—The Speaker made the following communication to the House:

I regret to have to report to the House the death of James Marshall Esquire, Member for Leicester South. I am sure that Members on all sides of the House will join me in mourning the loss of a colleague and in extending our sympathy to the honourable Member's family and friends.

2Crown Employment (Nationality) Bill,—Mr Roger Gale reported from Standing Committee C, That it had gone through the Crown Employment (Nationality) Bill, and directed him to report the same, without Amendment.

4European Standing Committee A,—Mr Peter Pike reported from European Standing Committee A the following Resolution:

That the Committee takes note of European Union Documents Nos. 12058/03, draft regulation on the establishment of structures for the management of the European Satellite Radionavigation Programme, and 6470/04, a Commission communication on progress on the Galileo research programme; endorses the Government's support for the draft Regulation to put in place effective supervision of the private sector concessionaire; and supports the Government's wider aims in seeking a lead role in the Galileo programme.

Report, together with Resolution, to lie upon the Table.

5Patents Bill [Lords],—The Patents Bill [Lords] was, according to Order, read a second time.

6Patents Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of bills)], That the following provisions shall apply to the Patents Bill [Lords]—

Committal

1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 17th June 2004.

3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

6. Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

7Joint Activities with the National Assembly for Wales,—Ordered, That this House approves the Third Report of the Procedure Committee, on Joint Activities with the National Assembly for Wales, House of Commons Paper No. 582; and that the following Order be a Standing Order of this House until the end of the present Parliament:

5Age-Related Payments Bill (Programme) (No. 2),—Ordered, That, in accordance with the Resolution of the Standing Committee of 25th May, the Programme Order of 12th May in relation to the Age-Related Payments Bill be varied as follows:

Consideration and Third Reading

1. Paragraphs 4 and 5 of the Order (consideration and Third Reading) shall be omitted.

2. Proceedings on consideration and Third Reading shall (so far as not previously concluded) be brought to a conclusion three hours after the commencement of proceedings on consideration or, if earlier, at the moment of interruption.—(Malcolm Wicks.)

6Age-Related Payments Bill,—The House, according to Order, proceeded to consider the Age-Related Payments Bill, not amended in the Standing Committee.

Amendment (No. 3) proposed to the Bill, in page 1, line 6, to leave out paragraph (b) and insert the words—

‘(b) is already 70 years old at the start of the financial year ending 31st March 2005, or attains that age at any time during the said financial year, or was living with such a person who dies during the said financial year.', instead thereof.—(Mr George Osborne.)
