1. Millbank Room

The Committee further deliberated.

Ordered, That the Committee should receive a report on the proposed changes to the Millbank Room.—(The Chairman.)

2. House of Commons beer gift pack

The Committee further deliberated.

Ordered, That the Committee should receive a report on the problems with the supply of beer gift packs and on the supply contract.—(The Chairman.)

3. Home delivery service

The Committee further deliberated.

Ordered, That the Committee should receive a report on the wine and whisky home delivery services.—(The Chairman.)

4. Catering subsidy

The Committee further deliberated.

Ordered, That the Committee should receive a report on consultations held with Refreshment Department staff.—(The Chairman.)

Ordered, That the revised menus for the Dining Rooms be circulated.—(The Chairman.)

Ordered, That the revised menus for the Dining Rooms be implemented in January on a trial basis.—(The Chairman.)

Ordered, That the Committee should receive a report on the progress of implemented Phase 1 changes.—(The Chairman.)

Ordered, That all outstanding, previously agreed changes to services in Phase 1 be implemented in January.—(The Chairman.)

Ordered, That the Chairman convey to the Finance and Services Committee and to Mr Speaker the Committee's recommendation that all changes in phase 1 be implemented by January, except for the possible 3% price rise, which would be revised when trading forecasts and budgets were next considered.—(The Chairman.)

Resolved, That the subsidy reductions proposed in Phase 2 not be implemented until a later date.—(The Chairman.)

Ordered, That the Chairman convey to the Leader of the House the Committee's opinion that the uncertainty over hours was making it difficult to assess and plan for future catering needs.—(The Chairman.)

Ordered, That the Chairman convey to Mr Speaker the Committee's opinion on several requests by Members of the House.—(The Chairman.)

2. Members' Library closure

The Committee further deliberated.

Resolved, That the Committee recommends that the Smoking Room be used as a temporary Members' Library Enquiry point during the summer recess, including the two week September sitting period.—(The Chairman.)

Ordered, That the Chairman convey to the Leader of the House the Committee's opinion of the difficulties caused by the September sitting.—(The Chairman.)

3. House of Commons beer gift pack

Ordered, That the Committee receive a further report on the supply of the beer gift packs.—(The Chairman.)

4. New service concept – Millbank Room

Resolved, That the Committee visit the Millbank Room and try the new service.—(The Chairman.)

Ordered, That the Chairman convey to the Speaker the Committee's opinion on a request by a Member of the House.—(The Chairman.)

Resolved, That the Committee notes an earlier request already approved by the Chairman and Mr Speaker.—(The Chairman.)

2. Members' Library closure 2004

Ordered, That the Terrace Bar be opened after 8pm during the September sitting to replace the Smoking Room service.—(The Chairman.)

3. House of Commons beer gift pack

Resolved, That the Committee recommends that only the minimum order of beer gift packs be placed and the contract then cancelled.—(The Chairman.)

4. Fair Trade Fortnight

The Committee further deliberated.

5. Refreshment Department forecast outturn 2003-04 and departmental budget 2004-05

Resolved, That the Committee recommends to the Finance and Services Committee that a 5% increase in selling prices be implemented.—(The Chairman.)

6. Catering subsidy

The Committee further deliberated.

Resolved, That the Committee recommends to the Board of Management that all possible steps should be taken to avoid compulsory redundancies in the Refreshment Department.—(The Chairman.)

7. Regional food promotions

Resolved, That the regional food promotion for the North West region would be launched on 20 April.—(The Chairman.)

Ordered, That the Committee receive a report on a possible Cuban promotion.—(The Chairman.)

8. Co-operation with the House of Lords

Resolved, That the Committee recommends to the Finance and Services Committee and the Chairman of the House of Lords Catering Committee that a consultant be engaged to study the scope for greater co-operation.—(The Chairman.)

9. New range of merchandise for Refreshment Department retail outlets

Resolved, That the Committee notes the new range of merchandise.—(The Chairman.)

Resolved, That the Committee notes a paper on new merchandise.—(The Chairman.)

10. Annie's Bar

Resolved, That a dartboard be installed in Annie's Bar.—(The Chairman.)

Resolved, That the Committee convey to Mr Speaker the Committee's opinion on requests by several Members of the House.—(The Chairman.)

3. Wine home delivery

Ordered, That a delivery service for House Claret and House Chardonnay be established.—(The Chairman.)

4. Beer and spirit tender

Resolved, That the Committee recommends that a new tender for the beer, spirits and mineral supply be prepared.—(The Chairman.)

Ordered, That the Committee receive a report on a consultation exercise with Members to investigate beer preferences.—(The Chairman.)

5. Whisky tender

Resolved, That the Committee recommends that the tender for the new House of Commons whisky contract could seek blended or vatted whisky both boxed and unboxed and that bids should investigate the possibility of providing a delivery service for Members.—(The Chairman.)

Resolved, That the Committee recommends to the House of Commons Commission that a possible licensing agreement for House of Commons whisky be investigated.—(The Chairman.)

6. Association of Former Members of Parliament

Ordered, That the Association of Former Members be offered 30% discount on corporate hospitality.—(The Chairman.)

7. Time of meetings

Resolved, That the Committee in future should meet on Wednesday mornings at Ten o'clock.—(The Chairman.)

Resolved, That the Committee notes several requests already agreed by Mr Speaker.—(The Chairman.)

2. Options for extending use of the Dining Rooms on Tuesday and Wednesday evenings

The Committee further deliberated.

Resolved, That the Committee postpone consideration of this item until there is greater clarity about sitting hours.—(The Chairman.)

3. Terms and conditions of banqueting

Ordered, That the proposed changes to the terms and conditions be made.—(The Chairman.)

4. Beer and minerals tender

Resolved, That the Committee notes that the new tender will start in November, with the new contract being let in summer 2005.—(The Chairman.)

5. Cuban promotion

Resolved, That the Committee notes that the Cuban promotion will take place in January or February 2005.—(The Chairman.)

6. Smoking

Ordered, That consultations on smoking policy be carried out by questionnaire in the Portcullis Cafeteria, the Terrace Cafeteria and the Members' Tea Room.—(The Chairman.)

7. Christmas menu

Ordered, That the Christmas buffet be held on a suitable Monday in December.—(The Chairman.)

8. Co-operation with the House of Lords

Resolved, That the Committee notes the successful implementation of a joint procurement service for laundry and linen and that five other areas of possible joint procurement are being investigated.—(The Chairman.)
