MY RESPONSES TO THE QUESTIONS RAISED ARE:

  1.  The scale of impact is large for people living in the area and travelling through. Property values are affected, businesses & customers less likely to be attracted into the area. Existing businesses can be forced out by continued damage and bad behaviour etc. The effect is economically and psychologically depressing.

  2.  Attitudes have changed in some areas, age groups & social variations.

  3.  Don't know enough about resources and power to answer this.

  4.  There is dialogue but there is much room for improvement.

  5.  Changing the mind set is more essential than punishment. Local "clean up" campaigns can bring community spirit and awareness.

  6.  Environmental crime does affect poorer and less advantaged sectors. There appears to be a lack of "ownership" both literally and emotionally of property and public areas.

  Although not an instant solution, getting young children to feel the need to protect their environment (and the world) is the most effective solution. Lessons and campaigns run at school can very easily get young children on board. They are excellent ambassadors when they get back home. They will nag and often convert other family members. This is probably the most cost effective solution in the long term.
