Select Committee on Environmental Audit Written Evidence

Annex 1

CONTROL OF ASBESTOS AT WORK REGULATIONS 2002

The Control of Asbestos at Work Regulations 2002 outlines requirements to manage asbestos in non-domestic premises. These controls may lead to increased amounts of asbestos being regarded as waste and as a result these wastes will have to be managed and disposed of appropriately. Asbestos collection and disposal can be expensive, ranging from approximately £100-200 per tonne, depending on the geographical area.

HAZARDOUS WASTE DIRECTIVE

Government is expected to issue proposals to amend the Special Waste Regulations to bring regulatory controls into line with the requirements of the Hazardous Waste Directive. Tightening of controls on hazardous waste landfills is expected to reduce the capacity and increase costs of disposal.

END OF LIFE VEHICLES (ELV) DIRECTIVE

This Directive sets targets for the re-use, recycling and recovery of vehicles and their component parts. Until 2007 the last owners of the vehicle will have the responsibility of disposing of the vehicle. After this date, it will be the responsibility of the producer. However, until 2007, there is a fear that there will be a rise in the number of abandoned vehicles.

INCREASES IN LANDFILL TAX

The landfill tax rate currently stands at £14 per tonne, but is due to increase to £15 in April 2004. From 2005-06, the tax rate will be increased by £3 per tonne, and then by at least £3 per year thereafter to a medium to long term rate of £35 per tonne.
