In particular, it will consider: in relation to co-existence, what physical separation will be required between GM and non-GM crops in order to guard against cross-contamination; if cross-contamination occurs, how liability will be established and responded to, who should be legally responsible and what the limits of that responsibility should beand what role Government should play in determining these matters; what processes will be involved in determining how GM-free zones will be established at both a regional and local level and what role Government should play in this development; what changes to legislation will be required to allow GM crops to be grown; and what will be the scope and scale of the 2006 re-licensing procedures.".(The Chairman.)

Resolved, That the Committee do inquire into the dismantling of defunct ships in the United Kingdom, with the following terms of reference: "In light of the issues surrounding the dismantling of US Navy vessels on Teesside, the phasing out of single-hulled tankers, and the need to dispose of defunct UK naval vessels, the Committee is undertaking an inquiry into the environmental impacts of dismantling of defunct ships in the United Kingdom, and the methods of disposal to be used. In particular the Committee will consider:
• what facilities and expertise are already in place in England and Wales to dismantle defunct ships safely;
• what is the likely demand for such facilities and what would be the likely economic and environmental impacts of meeting such a demand;
• what is the legal status of importing such vessels for dismantling (the Committee will particularly seek to clarify what are the implications for the industry of the Stockholm Convention on Persistent Organic Pollutants); and
• how are defunct United Kingdom vessels currently dealt with, and what plans have been made to cope with their disposal".-(The Chairman.)

Resolved, That the Committee do inquire into the current Periodic Review 2004 of water price limits being conducted by the Office of Water Services (Ofwat). The inquiry is timed to fall between the announcement by Ofwat of draft price limits on 5 August 2004 and of final price limits on 2 December 2004. The aim will be to gauge the reaction of stakeholders to the draft price limits, and to an extent also to assess how the Periodic Review has been conducted, particularly looking at how it has taken or should take into account long-term planning for climate change and environmental improvements.(The Chairman.)
Resolved, That the Committee do inquire into Waste Policy and the Landfill Directive, with the following terms of reference: "The inquiry will address a number of important matters. The matters looked at will include: Hazardous Waste: from July 2004 the Landfill Directive requires that co-disposal of hazardous and other waste is ended; the Committee will look back at the impact of that change, at the adequacy and effectiveness of preparations made for it, and at what steps should now be taken. Landfill more generally: the Committee will examine whether the United Kingdom is on target to meet its commitments under the Landfill Directive, and at what is needed including extra resources and additional powers for local authorities and the Environment Agency to address the challenges of the Directive. The Committee's focus will be the performance of the Government".(The Chairman.)
