I attach a copy of the Business case (Annex
A) which supports the Haskins Review which was promised to you
during the evidence session on 17 December. I am sorry that it
has taken so long to get this to you.
I also attach some supporting information on
the assumptions used (Annex B—Implementation Costs), the
application of those assumptions to determine the costs (Annex
C—Implementation Cost Assumptions) and the calculations
for the savings (Annex D—Drivers for post-Haskins change).
