Summary of main features of CIP and of the identity cards scheme


SubjectPopulation Register/CIP National Identity Cards Scheme/National Identity Register

Main purposesEfficiency of public services, more convenient interactions between individuals and public services. Identification and verification of identity and immigration status to improve effectiveness of immigration controls, help combat organised crime & terrorism, reduce identity fraud and provide improved access to public services.

How the Registers will be compiled?Mainly by matching information held on existing databases, not necessary to involve individuals in initial compilation of population register. Capturing changes will be key to increasing quality of Population Register. By processing individual applications & cross checking information held on other databases and recording biometric information.

Time scalesSubject to feasibility studies, should be able to compile the Population Register more quickly than National Identity Register as Population Register will rely on information already held on individuals. The introduction of plain identity cards on a phased basis will, on current plans, start from 2007-08 and, together with the incremental roll-out of biometric passports and perhaps eventually driving licences, might be expected to cover 80% of the economically active population within five years.

Information held about individualsCore contact information. Less information than NIR. More information than CIP, as will include information on immigration status and biometric information.

Links between these two RegistersOnce an identity card has been issued to an individual, population register would be notified. Individual's record would be marked as being more reliable. Population Register holds updates of contact information. If population register is functioning before identity cards scheme, will cross check applicants' details with CIP as part of the biographical footprint checks. Will also inform CIP when identity card is issued.

Links to other public sector databases Intended to provide a central spine of personal information that other public sector databases can use. Includes indexing through various personal reference numbers. Links will only provide a verification service except in certain specified circumstances eg access by the police.
