SYSTEM FOR
REFUGEES
This is interesting. My quick observation is
that it does not take into account special needs and the consequences
for Local Government on paragraph 4. It also does not address
the issues surrounding unaccompanied minors and child protection.
The author will need to incorporate these issues within the narrative
of his document.
