40.  Memorandum submitted by Harriet Sergeant

  Thank you very much for sending me this which I find interesting. Oliver Letwin's follows the recommendations I made in my report "Welcome to the Asylum" so obviously I agree and support him. Just one small point. I do believe the refugee camps should be as close to the home countries as is safe for them to be so. If they are set in Europe (Albania has been mentioned in the press) this will remain an incentive to migrate. The economic migrant will feel he is more than half way to his destination. I also very much agree with Oliver Letwin that refugees should be given a proper care package on arrival.
