44.  Supplementary memorandum submitted by UNHCR

  At this stage, we do not intend to offer any comments on Mr Letwin's proposals. You will recall that we likewise refrained from commenting directly on the UK Government's proposals as we wished to avoid fuelling the polemics of the debate at the expense of the real issues. UNHCR's three-pronged framework stands apart from other proposals. It has the clear advantage of an integrated system which is built around multilateral commitments and which is consistent with core protection principles. At this juncture, we think it best to leave it to the Committee to note the areas where other proposals depart from UNHCR's standard.
