APPENDIX 3

Memorandum submitted by the Prison Governors Association

  It has always been the opinion of our association that the separation of paramilitary prisoners is a retrograde step. Experience has shown us that it is a corrupting influence, which jeopardises the safety of staff and prisoners alike.

  It inevitably surrenders the management of the prison to those with dubious credentials and no professional expertise. It places our members in a very difficult and dangerous position.

  We are a professional organisation and Governors will do their best to implement Government policy. We hope that adequate resources will be made available to back this commitment and that Governors will not be expected to deliver results on a shoestring.
