Memorandum submitted by the Police Service Northern Ireland

  Thank you for your letter of 24 November 2003. In relation to questions (a) and (b), the following is the case:

  The PSNI Prison Liaison Officer attached to Lisburn Station receives a list of new prisoners from Prison Security at Maghaberry Prison every two to three weeks. The number on the list varies, but averages approximately 140 prisoners. The officer then checks details against the SB intelligence database and attributes affiliation where it is known or suspected. Turn around time is variable, as this is contingent on the officer's duties, however, the norm would be approximately four to five days.

  Question (c) is somewhat akin to vetting information supplied by the PSNI, in that the final decision as to its use rests with the recipient, not the provider, however, the overarching purpose of providing prison affiliation is undoubtedly to assist the Prison Service to preserve life, limb and order within their establishments. The PSNI consider that the Prison Service should consult with each prisoner to seek agreement to any affiliation attributed.
