Memorandum by Wyre Borough Council's Standards Committee (STA 16)

  1.  With reference to your consultation on the above matter I have been authorised by the Standards Committee of Wyre Borough Council to make the following comments.

  2.  It is apparent and accepted by the Standards Board that there have been significant delays in the handling of a number of referrals to the Board. This leads to uncertainty for the person referred as well as those referring and the Council concerned. In serious cases the delays can also cause significant problems in terms of governance for the Authority concerned.

  3.  The delay in implementing the section 66 Regulations has also caused problems for the smooth and efficient running of the organisation.

  4.  The wording of the Code of Conduct itself has caused problems on occasions especially given the ambiguity inherent in some of the paragraphs. Guidance issued by the Board somewhat belatedly is helping in the understanding of the code.
