Memorandum by West Lancashire District Council (PVF 25)

GENERAL

  1.   Did you experience problems because the Government was slow in publishing the necessary statutory instruments?

      A  Yes

  2.   Were problems caused by the very short time scale between close of nominations and the need to deliver postal voting documents to electors?

      A  Yes

  3.   Earlier Pilots has been self selecting—ie those who were keen and had the resources volunteered. Did the fact that all-postal ballots were mandatory for these elections cause problems with skills and resources?

      A  Suppliers of printing and collation were in short supply

  4.   Have you received/reported any allegations of fraud?

      A  No

PRINTING AND DISSEMINATION

  5.   Was there sufficient printing capacity to cope with all-postal elections?

      A  No don't think so

  6.   Did any of the ballot papers need re-printing? If so how many and why?

      A  No—not that were are aware off

  7.   Do you have any comments to make on the performance of Royal Mail?

      A  Royal Mail's performance was excellent. Following the late arrival of our ballot papers to the Mail Centres they pulled out all the stops to ensure ballot packs were delivered to voters and returned to us without delay. Without this support and willingness of Royal Mail the Postal Pilot could have been a disaster.

  9.  Any one who contacted the office to report not receiveing the ballot packs were sent re issues this figure was 60. Cannot account for figures of voters who did not contact the office.

VOTING PRACTICALITIES AND RETURNS

  10.   A  Voters were unsure as to who could be a witness, we received a number of calls asking could a member of the family be the witness.

      C  Yes we did have a large number of calls from people complaining that the instructions were not clear.

  The overall cost has increased significantly, have not received all invoices therefore the over all cost not yet known.
