5 Minor changes to Estimate procedure

22. In his paper, the Clerk Assistant proposes some changes to the content of the motions by which the House agrees to the Estimates. The most important of these is that the motions approving Estimates should, as well as referring to the resources and cash totals to be approved, also approve the limits on appropriations in aid set out in the Estimates. These totals have, since their invention in 1891, been set out in Appropriation Acts, and this practice has been given statutory recognition in the Government Resources and Accounts Act 2000. The Clerk Assistant's paper also proposes revisions of Standing Order No. 55 which might be made at the same time as the substantive change we have supported in paragraph 19 is implemented; these revisions reflect the introduction of Resource Accounting and the proposal to refer to limits on appropriations in aid in Estimates motions.[21] We agree with these proposals relating to the content of Estimates motions and the revision of Standing Order No. 55.
