9. The current rules of the House of Commons allow the use of Welsh in any debates of the Welsh Grand Committee held in Wales, and for evidence-taking at select committee meetings held in Wales, or at Westminster, if a witness gives advance notice of a desire to give evidence in Welsh.[9] The working group recommends that, for joint meetings, this rule should be relaxed so that Welsh could always be used, as the National Assembly is obliged by statute to treat the English and Welsh languages on an equal basis. The National Assembly has offered to help with the necessary interpretation. [10]
