The Independent (22 December) has published
my name as being among those who have declined to accept an honour
in recent years. It is true that, in 1998, I said "thanks,
but no thanks" to an offer of an OBE from 10 Downing Street.
I didn't seek publicity for that decision at
the time, and I don't do so now. However, since the matter has
now reached the public arena, and since you are to chair an investigation
into the system, I am taking the liberty of sending to you, with
this letter, a copy of the letter which I sent to 10 Downing Street
in 1998 explaining my reason for turning down an OBE. I hope that
it might be of some small interest to you.
