Tim Loughton: That is entirely what I am not proposing, which is why I have suggested centrally agreed protocols by the professional bodies. I am suggesting not that the Government place protocols on the professionals, but that the professional bodies—the British Medical Association, the British Association of Social Workers, and the equivalent for teachers, for example—agree an appropriate minimum standard for what would trigger a referral of a cause for concern up a step—
