Resolution of the Programming Sub-Committee

 

The Programming Sub-Committee appointed by the Speaker in respect of the Bill

 

agreed the following Resolution at its meeting on Monday 17th January (Standing Order

 

No. 83C):

 

That—

 

(1)  

during proceedings on the Child Benefit Bill the Standing Committee (in

 

addition to its first meeting on Tuesday 18th January at 2.30 p.m.) shall meet

 

on Thursday 20th January at 9.25 a.m.;

 

(2)  

the proceedings shall be taken in the following order, namely, Clause 1,

 

Clause 2, Schedule 1, Clause 3, Schedule 2, Clauses 4 to 7, new Clauses, new

 

Schedules and any remaining proceedings on the Bill;

 

(3)  

the proceedings on the Bill shall (so far as not previously concluded) be

 

brought to a conclusion at 11.25 a.m. on Thursday 20th January.

 

Dawn Primarolo has given notice of her intention to move a motion in the terms of the

 

Resolution of the Programming Sub-Committee [Standing Order No. 83C].

New Clauses

 

Regulations made by the Treasury: Voluntary work and work experience

To move the following Clause:—

 

‘Regulations made by the Treasury shall include provision that a person may be

 

a qualifying young person if the person concerned is undertaking training that is

 

not provided through a contract of employment (such a person for these purposes

 

being a “trainee”) in circumstances where the person responsible for the

 

organisation of the training concerned certifies in an approved form that the

 

training can be expected to result in increased skills being acquired by the

 

trainee.’.

Regulations made by the Treasury: Abolition of Estrangement Test for those over 18

To move the following Clause:—

 

‘Regulations made by the Treasury shall provide that a person who satisfies the

 

other criteria to become a qualifying person and who is living away from the

 

person who is ordinarily responsible for them, may opt to have the payment of

 

child benefit made directly to them, once they have attained the age of eighteen.’.

 

 

Order of the House [12th January 2005]

 

That the following provisions shall apply to the Child Benefit Bill:

 

Committal

 

1.    

The Bill shall be committed to a Standing Committee.

 

Proceedings in Standing Committee

 

2.    

Proceedings in the Standing Committee shall be brought to a conclusion on

 

Thursday 20th January 2005.

 

3.    

The Standing Committee shall have leave to sit twice on that day.

 

Consideration and Third Reading

 

4.    

Proceedings on consideration (so far as not previously concluded) shall be

 

brought to a conclusion two and a half hours after their commencement.

 

5.    

Proceedings on Third Reading (so far as not previously concluded) shall be

 

brought to a conclusion half an hour after their commencement.

Programming Committee

 

6.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings on consideration and Third Reading.

 

Other proceedings

 

7.    

Any other proceedings on the Bill (including any proceedings on

 

consideration of Lords Amendments or on any further messages from the

 

Lords) may be programmed.
