Inclusion of khat as a Class A drug

    'In Part 1 of Schedule 2 to the Misuse of Drugs Act 1971 (c. 38) (Class A drugs), in paragraph 1, insert at the appropriate place—"Khat which contains cathinone or cathine.".'.

Suspension of general practitioners

    'Any general practitioner working in the field of drug treatment and rehabilitation who is suspended as a consequence of their work will have the automatic right of appeal to the Secretary of State to have the period of their suspension reduced from the current mandatory period of five years.'.


Classification of cannabis as Class B

To move the following Clause:—

    '(1)   Schedule 2 to the Misuse of Drugs Act 1971[2] (which specifies the drugs which are subject to control under that Act) shall be amended as follows.

    (2)   In paragraph (a) of Part I of that Schedule, insert at an appropriate place "Cannabinol, except where contained in cannabis or cannabis resin" and "Cannabinol derivatives".

    (3)   In paragraph (a) of Part II of that Schedule, insert at an appropriate place "Cannabis and cannabis resin" shall be deleted.

    (4)   In paragraph (a) of Part III of that Schedule, "Cannabinol", "Cannabinol derivatives" and "Cannabis and cannabis resin" shall be deleted.

    (5)   In paragraph 1(d) of Part III of that Schedule, "cannabinol or a cannabinol derivative" shall be deleted.'.


Drug prevention in schools

    'The Secretary of State shall produce a report which will set out how random drug testing could be introduced in all schools and what provision of funding would be made available'.

Drug testing those under 18

    'The Secretary of State shall produce a report examining what measures would need to be taken to introduce compulsory drugs testing on all persons under 18 arrested for possession of drugs.'.


Mandatory sentencing

    '(1)   Those convicted of providing drugs to persons aged 16 and under will have an automatic custodial sentence to be specified by the Secretary of State.

    (2)   Those convicted of intent to supply drugs and are repeat offenders will have an automatic custodial sentence to be specified by the Secretary of State.'.


Drug testing drivers

To move the following Clause:—

    'The Secretary of State shall produce a report examining what measures need to be taken to enforce compulsory drug testing on any person attempting to drive a mechanically propelled vehicle on a road or other public place whilst suspected of being under the influence of an illegal drug.'.


ORDER OF THE HOUSE [TUESDAY 18th JANUARY 2005

That the following provisions shall apply to the Drugs Bill:

Committal

    1.   The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2.   Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 3rd February 2005.

    3.   The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

Programming Committee

    6.   Standing Order No. 83B (Programming Committees) shall not apply to proceedings on consideration and Third Reading.

Programming of proceedings

    7.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.


ORDER OF THE COMMITTEE [27th JANUARY 2005]

That—

    (1)   during proceedings on the Drugs Bill the Standing Committee shall (in addition to its first meeting at 9.10 a.m. on Thursday 27th January) meet—

      (a) at 2.30 p.m. on Thursday 27th January;

      (b) at 9.10 a.m. and 2.30 p.m. on Tuesday 1st February and Thursday 3rd February;

    (2)   the proceedings shall (so far as not previously concluded) be brought to a conclusion at 5.55 p.m. on Thursday 3rd February.
