Increase of penalties for failure to comply with traffic lights at level crossings
John Thurso NC10 To move the following Clause:'(1) A person guilty of an offence under section 36(1) of the Road Traffic Act 1988 consisting of a failure to comply with a traffic sign placed at or near a level crossing indicating that vehicular traffic is not to proceed over the level crossing shall be liable on summary conviction to imprisonment for a term not exceeding six months or to a fine of level 5 on the standard scale or to both and shall have his licence endorsed with six penalty points. (2) This section applies in relation to offences committed after the date on which this Act comes into force.'.
Increase of penalties for careless or inconsiderate driving causing damage to a railway or other bridge over a road
John Thurso NC11 To move the following Clause:'(1) A person who causes damage to a railway or other bridge over a road by driving a motor vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or place, shall be guilty of an offence and liable on summary conviction to imprisonment for a term not exceeding six months or to a fine not exceeding level 5 on the standard scale or to both and shall have his licence endorsed with not fewer than six penalty points. (2) This section applies in relation to offences committed after the date on which this Act comes into force.'.

Mr Greg Knight NC16 To move the following Clause:'(1) No congestion or other road user charge or payment intended to be levied upon the driver of a motor vehicle for using a specific road or entering a locality during specified times shall be so levied in any part of the United Kingdom unless public approval for such a charge has been obtained by the person or authority seeking to introduce the same. (2) In this section, "public approval" means obtaining the support of at least fifty per cent. of those voting in a referendum held for this purpose in the local authority area in which the road or roads intended to be subject to the charge is situated.'.
Amendment of Road Traffic Act 1988

The Secretary of State may by regulations made by statutory instrument require the fitting of retro-reflective tape complying with ECE 104 to international category vehicles N2 and N3 and on goods trailers under the international classification 03 and 04 newly registered in the UK".'.
Amendment of traffic signs regulations and general directions 2002
Mr Christopher Chope NC20 To move the following Clause:'(1) The Traffic Signs Regulations and General Directions 2002 (S1/2002/3113) are amended as follows. (2) In paragraph 4, after the definition of "excursion or tour", there is inserted "fixed speed camera" means a camera of a type approved by the Secretary of State that is situated at a fixed site and that operates continuously or from time to time for the purpose of monitoring the speed of road vehicles and securing compliance with the speed limit in force at that site. Road Accident Investigation Service
John Thurso NC21 To move the following Clause:'(1) Within 12 months of the coming into force of this Act the Secretary of State shall by regulations establish a Road Accident Investigation Service (2the Service") which shall
(3) The Secretary of State may make financial provision for the Service. (4) The power to make regulations under this section is exercisable by statutory instrument. (5) No regulations shall be made under this section unless a draft of the regulations has been laid before, and approved by a resolution of, each House of Parliament.'.

ORDER OF THE HOUSE [11TH JANUARY 2005]That the following provisions shall apply to the Road Safety Bill:
Committal 1 The Bill shall be committed to a Standing Committee.
Proceedings in Standing Committee 2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 3rd February 2005.3. The Standing Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading 4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.5. Proceedings on the Third Reading shall (so far as not previously conluded) be brought to a conclusion at the moment of interruption on that day.
Programming Committee 6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
Other Proceedings 7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or any further messages from the Lords) may be programmed.
ORDER OF THE COMMITTEE [20TH JANUARY 2005]That(1) during proceedings on the Road Safety Bill the Standing Committee (in addition to its first meeting on Thursday 20th January at 9.25 a.m.) shall meet
(3) the proceedings shall (so far as not previously conlcuded) be brought to a conclusion at 5.30 p.m. on Thursday 3rd February.
