NEW CLAUSES

Regulations made by the Treasury: qualifying courses

To move the following Clause:—

    '(1)   Regulations made by the Treasury under section 142(2) of the Social Security Contributions and Benefits Act 1992 and section 138(2) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992 shall include provision that a person (who has not attained such age as is prescribed in the regulations) shall be a qualifying young person if he satisfies the condition that he is attending an unwaged training course of a description specified in a list published by the Treasury.

    (2)   The Treasury, working with other Government Departments as required, shall ensure that reasonable steps are taken to publicise this list, to assist people in understanding the courses a person may attend whilst continuing to be a person in respect of whom another person may be entitled to child benefit.'.

To move the following Clause:—

    '(1)   Regulations made by the Treasury under section 142(2) of the Social Security Contributions and Benefits Act 1992 and section 138(2) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992 shall include provision that a person (who has not attained such age as is prescribed in the regulations) shall be a qualifying young person if he satisfies the following conditions—

      (a) that he is undertaking training of a description specified in the regulations that is not provided through a contract of employment, and

      (b) that the person responsible for the organisation of the training certifies in the manner prescribed by the regulations that the training can be expected to result in increased skills being acquired by the trainee.'.

Page     2,     line     38     [Clause     6],     at end insert—

    '(3)   Subject to subsections (1) and (2) this Act does not come into force until the Treasury lays a copy before the House of Commons of a report including an estimate of:

      (a) the costs of administering this Act.

      (b) the changes in the number of unwaged trainees as a result of the Act, and the costs of such changes, including the costs to the Inland Revenue of enforcing the National Minimum Wage.

      (c) an estimate of the changes in the number of young people in full-time education that is not advanced as a result of the Act, and the costs of such changes.

      (d) an estimate of the changes in the number of young people in neither unwaged training nor full-time education that is not advanced, and the costs of such training.'.

    '(11A)   In subsection (2), after "otherwise", insert "and one quarter of all benefit payable may be paid in the first two years of the child's life if requested by the person responsible for the child during that time.'.


ORDER OF THE HOUSE [12TH JANUARY 2005]

That the following provisions shall apply to the Child Benefit Bill:

Committal

    1.   The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2.   Proceedings in the Standing Committee shall be brought to a conclusion on Thursday 20th January 2005.

    3.   The Standing Committee shall have leave to sit twice on that day.

Consideration and Third Reading

    4.   Proceedings on consideration (so far as not previously concluded) shall be brought to a conclusion two and a half hours after their commencement.

    5.   Proceedings on Third Reading (so far as not previously concluded) shall be brought to a conclusion half an hour after their commencement.

Programming Committee

    6.   Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.

That the Order of 12th January 2005 (Child Benefit Bill (Programme)) be varied as follows:

Consideration and Third Reading

    1.   Paragraphs 4 and 5 of the order shall be omitted.

    2.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    3.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
