Select Committee on Constitutional Affairs Written Evidence

Memorandum by Derek Wyatt MP (VOT 05)

1.  BOUNDARY COMMISSION

Needs an audit from the NAO—they make too many fundamental mistakes over boundaries.

2.  REGISTRATION OF ELECTORS

I have lost just over 3,000 voters since 2001 from my electoral roll; the reasons? Three fold—(a)  voters think they are automatically registered when they pay council tax, (b)  poorer funded or poorer led Local Authorities only send one card out to remind voters to register (used to be two but that's not a requirement of law) and (c)  voters think that as they registered before they are still registered—why do voters have to continually re-register? We need to connect paying local tax with an automatic registration process; why would Local Authorities not want to cut costs? Or we need to fund a proper local democracy officer who makes it his or her priority to chase unregistered voters.

3.  REGISTER

This should not be made available for commercial use.

4.  ELECTRONIC REGISTRATION

Suggest a cut off date is announced (2012?) whereby we move from a paper based registration to an electronic base.

5.  VOTING PER SE

  Make it compulsory.
