Memorandum by Dame Marion Roe DBE MP (VOT 08)

  I wish to submit evidence based on the speech that I made in an adjournment debate in Westminster Hall on the 5 May 2004, relating to the integrity of the electoral register and who is entitled to vote in elections in the United Kingdom. This can be found at:

  In addition, I give below my views on preventing corruption of the electoral register:

    (a)  I firmly support the view that individual registration is far better than the existing system of household registration.

    (b)  The registration for individuals should have 6 identifiers—name, address, date of birth, national insurance number, signature and nationality (ticking of a box will not do as it can always be claimed afterwards that the purpose of the box was misunderstood. If the voter writes their nationality on the form, they cannot misrepresent their background).

    (c)  The only method that would ensure that fraud cannot take place would be to adopt a national electoral register as has been instituted in Northern Ireland.
