Memorandum by Councillor Ernie Clark (VOT 27)

  I have the following comments to make regarding the "new inquiry on voter registration".

  My view on three of the issues are as follows:

  (a)  Individual registration must be more secure than the existing system.  Household registration is open to abuse in too many ways.

  (f)  The availability of the full register must be allowed to all potential Independent candidates as soon as they declare that they will be standing for election.  The current system is to the advantage of registered political parties.

  (g)  Individual registration must be based on verifiable information. Using the NI number should not cause too many worries as it is already used for Income Tax purposes etc. It would not therefore, I suggest, be seen as "big brother" wanting still more information about residents.
