Summary
This Report, which is part of our series of inquiries into the working of the Regulatory Reform Act 2001, covers operations from July 2003 to the start of January 2005. Our previous progress report on the operation of the RRA was published on 28 October 2003. The total number of Regulatory Reform Orders (RROs) has, as in previous years, been significantly below the Cabinet Office's Public Service Agreements (PSA) targets. In addition to reporting on the number of RROs made in the period to December 2004, we also take this opportunity to report on the suggestions made by the Cabinet Office for amending the 2001 Act. Some of the changes discussed by the Cabinet Office are constitutionally very significant. Overall, in the absence of a detailed review of the working of the Regulatory Reform Act, which the Government initially promised to undertake by 2004, we consider that it would be premature to comment in detail on the way in which the RRA might be amended. Therefore we have decided to make a very cautious response to the suggestions made. We offer some suggestions for the review team to consider when assessing the working of the Regulatory Reform Act.
