Memorandum from the Ministry of Defence

  Further information requested following the evidence session with Secretary of State for Defence on 15 September 2004.[3]

  Q15-7.  The breakdown of recruiting and retention figures for each infantry regiment, including separate figures for Commonwealth citizens, as well as the recruiting targets which they were set and their performance against those targets over the last five years.

  The Committee asked for "recruiting and retention figures for each infantry regiment, including separate figures for Commonwealth citizens, as provided to the Secretary of State, as well as the recruiting targets which they were set and their performance against those targets over the last five years or so".

  The information required is Set out below. Table 1 shows the manning performance for the Infantry (excluding the two Gurkha infantry battalions) for each month since 1995. The figures include all personnel serving in the battalions (including those, for example, working in recruiting teams).

  These figures need to be interpreted very carefully. They show surpluses and deficits against establishment. However, the Committee should be careful to note that the establishments against which the surpluses/deficits are measured do change, as individual battalions re-role. Table 1 should, therefore, be read in conjunction with Table 2 which shows the battalion establishments over the same period.

  The figures at Table 1 are inclusive of Foreign and Commonwealth (F&C) soldiers. Battalion strength exclusive of F&C soldier was not specifically collected until the beginning of this year and, therefore, cannot be provided in the same format. However, attached—as Table 3—are the figures for January 2004. The Committee should note that the F&C figures have not been, and are not being, used as a discriminator in decisions about battalion restructuring (not least because the fact that a battalion has a higher proportion of F&C soldiers need not suggest that they could not recruit from within the UK if required).

  As requested by the Committee, Table 4 shows battalion recruiting targets and performance against them. These were set for the first time in April 2004 and are set by quarter. Prior to this year, individual Commanding Officers would pass their own target numbers to recruiting officers, but this tended to make it difficult to manage training requirements. The targets are based principally on the numbers of places on the Combat Infantryman's Courses, although the level to which a battalion is over or under establishment would, of course, be an important factor. The underlying principle behind the new targets is that individual battalions may exceed their own, provided the overall Corps/Service target is not exceeded.

  The Secretary of State offered the Committee a "note on the existing arrangements for arms plotting, their rationale, and their implications of the availability of forces".

BACKGROUND

  The Arms Plot is the Army's system for moving infantry battalions between locations (and sometimes countries) at the same time changing their roles.[4] Arms-plotting is conducted as a whole unit moves.

  Northern Ireland resident battalions, public duties in London, the Land Warfare Centre Battle Group and moves to Cyprus are all restricted to two years each. Maintaining a rotation between these roles, and at the same times changing armoured infantry battalions over every six years, means that approximately ten infantry arms plot moves are conducted each year.

THE HISTORIC JUSTIFICATION

  Traditionally, some of the locations and roles they move between were unpopular to the extent that they could affect the ability of units to recruit. Arms-plotting was originally designed to ensure variety and maintains the ability to sustain recruiting, while at the same time, safeguarding unit cohesion and preserving ethos.

  This was particularly relevant in the Cold War era when the Army was less expeditionary, and battalions were less likely to be deployed on operational tours overseas. The arms plot, therefore, was intended to ensure a sharing of responsibilities throughout the infantry and makes sure that the units and soldiers are not kept in unpopular roles and locations for long periods of time.

THE NEED FOR CHANGE

  Although this rationale for arm-plotting was clear in its day, the Army has decided that the system is unsustainable in the future. It has two main draw-backs.

  First, the Arms Plot significantly hampers the availability of infantry battalions. Of the current 40 infantry battalions, six are committed full-time to Northern Ireland, leaving 34 available for other tasks. Of those 34 however, seven or eight at any one time are not fully available for operations because of the Arms Plot, meaning that in practice the Army has only 26 or 27 battalions at its disposal. For an expeditionary Army, this is simply impractical and inefficient. By ceasing the arms plot, the Army will have most, if not all, of the 36 (post FAS figure) infantry battalions at its disposal.

  Second, moving location so frequently is disruptive to family life, and as such a retention issue. With changes in society greater family stability has become much more of an issue for our people. Ending the Arms Plot will mean that the Army is able to offer much greater stability for soldiers and their families.

  Put simply, therefore, the advantages of removing the disruption and loss in available capability as battalions re-role now, outweighs the advantages of providing experience and variety through this mechanism.

THE NEW SYSTEM AND ITS BENEFITS

  Under the Army's new plans, in the future individual battalions will be fixed by role and, largely, by location. As a result the Army will be more capable; both because, as set out above, more battalions will be available for operations; and also because the new structure will provide continuity of expertise in role and greater brigade coherence, something which is currently dissipated by the Arms Plot.

  Care has also been taken, however, to preserve the best elements of the current system. As the Committee is aware, the plans to end the Arms Plot both drive the requirement for, and are facilitated by, the parallel move away from an infantry structure which includes single battalion regiments to one which is comprised of all multi-battalion regiments. Challenge, experience and variety will be provided by individual posting between battalions whilst maintaining continuity of role and allowing more stability for those who seek it. In particular it will mean that in the future, career development for officers and SNCOs can be much more carefully planned; at the moment this is partly dependent on what role a battalion has at any one time. This way it will be possible to deliver the advantages of ending the Arms Plot in terms of operational effectiveness and family stability, while at the same time preserving the benefits and traditions of a regimental system.

  Q46-8.  Confirmation of the number of Challenger Tanks to be withdrawn when the reduction of 7 squadrons is made.

  The Committee asked for "confirmation of the numbers of Challenger tanks to be withdrawn when the reduction of seven squadrons is made." I can confirm that, as the Defence Secretary stated during the evidence session, we anticipate a reduction of 40 Challenger 2 tanks from a total of 385.

  Total Asset Visibility (TAV) is an enhancement to our current Consignment Tracking (CT) systems, Visibility In Transit Asset Logging (VITAL) and Royal Naval Invoicing and Delivery System (RIDELS). It works using Radio Frequency Identification (RFID). When a container passes a TAV reader the attached tag is read and the location of the container is automatically sent to VITAL and RIDELS using a variety of methods, including the internet. For security reasons, the information sent back to VITAL and RIDELS is minimal, and consists only of the date the tag passed a reader, the location of a reader and the identity of the tag. This information is then married up with more detailed and sensitive information, eg the contents of the container, on VITAL or RIDELS. VITAL and RIDELS are hosted on the MOD's Restricted LAN Interconnect (RLI). The terminals on which information is carried are available at critical points throughout the Defence Supply Chain. This extends from the Home Base into operational Theatres (including Iraq and Afghanistan).

  As part of ongoing system development and management, TAV is currently undergoing a security audit. As part of that audit an external security consultant has been brought in to examine the system and a penetration and vulnerability assessment has been carried out by the Defence Communication Services Agency. This assessment concluded that the possibility of someone being able to "hack into" the system is low. Nevertheless, the dangers of complacency are recognised and the audit is seeking to improve the systems security. Consequently a number of improvements have been recommended, such as migrating the system on to the RLI. All of this work is being scrutinised by the Defence Security Standards Organisation (DSSO) which is responsible to the MoD Security Officer.

  The security of systems planned for the future will be guided by the DSSO and incorporated into the system design and infrastructure. Whilst no system can ever be made totally secure a regime of awareness, audit and review seeks to reduce the level of risk to a point where it can be managed effectively.

  Q90.  A note reconciling the proposed numbers of fast jet crews in Future Capabilities with the projected size of the fast jet fleet based on existing aircraft and MoD's procurement plans for Typhoon and JSF.

  During the evidence session the Committee asked two questions about Fast Jet and aircrew numbers.[5] This brief is aimed at clarifying the MoD position.

  The line of questioning represented a misunderstanding about how our air power is generated. As the "Future Capabilities" White Paper published in July makes clear, our current plan is to be able to deploy 80 Fast Jets on operations at any one time. We also plan that for operations we deploy more than one crew per aircraft. In addition to the aircraft required for operational deployments a number of aircraft are assigned to maintaining the integrity of UK airspace through Quick Reaction Alert (QRA) aircraft. Our assumptions on crew numbers are based on having sufficient trained aircrew to support the deployable operational requirement and QRA. We plan our manning accordingly.

  Separately, we also make judgements about how many airframes we must procure to support our planning assumptions across a period of 30-40 years. The Committee's question refers to a force mix that includes Typhoon, Tornado, Harrier and Joint Strike Fighter. The Joint Strike Fighter is planned to replace the Harrier capability. The transition from the Harrier legacy force to the future JSF force will be achieved over a period of time and we will not have all of these aircraft in service or in our inventory at the same time. Similar considerations apply to the transition from Tornado to Typhoon. In addition, our procurement planning assumes progressive delivery of new aircraft over a long period. Profiles will be optimised to get the best return from the aircraft fleets over the whole of their operational lives.

  To sustain 80 Fast Jets on operations it is necessary to have some aircraft prepared for operations whilst others are deployed and some will still be in "deep" maintenance. The calculations used to work out the overall fleet required to support this operational requirement take account of the need to generate sufficient combat ready crews; attrition; fatigue over the whole life of the aircraft; daily availability; and reliability factors. All of these factors are subject to refinement over time as we become more aware of how we can improve operating practises to ensure the most beneficial procurement and delivery profile for each type of aircraft.
