Further memorandum from the Adult Learning Inspectorate

  The Chairman asked for a short note in response to (Q587). Inspectors use a five-point grading scale when judging the quality of provision and a slightly extended scale when judging the quality of teaching and learning: grade 1 is outstanding, grade 2 is good, grade 3 is satisfactory, grade 4 is unsatisfactory and grade 5 is poor. Inspectors spend considerable time on inspection debating both the evidence and the quality of provision when awarding grades. It is the professional debate which leads to consensus from an inspection team on the grade to award. Grades are initially moderated by the lead inspector and then by an inspection manager. Inspectors are trained and regularly assessed to identify they are making accurate judgements and appropriate grades. Inspectors on the Duty of Care Survey will be following this process but will not be awarding grades.
