Reserve Forces: Values and training regime

  Training for the Reserve forces in all three Services reflects the same ethos and core values that underpin training for the regular forces.

  For routine training within reserve training centres reservists are of course present for only a very limited period of time (often a matter of hours). Consequently the availability of care and welfare support facilities, such as access to Chaplains etc, will not apply to the same extent as those engaged on a full time basis. Reservists will be made aware of the Service's equal opportunities policy, including the zero tolerance principle applied to bullying and harassment. TA units, for example, undergo such training at least every three years.

  When serving, or training, at regular Service establishments members of the reserve forces will be fully engaged with the welfare and duty of care arrangements to the same extent as their colleagues in the Regular forces.

SUPERVISORY RATIOS ON A SERVICE BASIS AND BY ESTABLISHMENT

  The definition of a "standard" numerical ratio cannot assure adequate supervision. The number of permanent staff supervising students must be appropriate to the circumstances prevailing at each location and will vary depending on a large number of factors including: the type of training, calibre of student, local environment, geography of training establishment, configuration and quality of domestic accommodation and the siting of supervisory staff.

  The Director General of Training and Education has produced guidelines, based upon the functions necessary to achieve adequate supervision. These guidelines (attached) are being implemented as policy by the three Services.

  Translated to numerical ratios the following data is a snap shot of the Army position on 1 April 2004. It should be noted, however, that student numbers fluctuate and staff are posted in and out of establishments on a regular basis. This naturally results in ratios, which change from time to time. It should also be borne in mind that ratios will also vary according to the time of day.
