Control and access to arms and ammunition

  Access to arms and ammunition is very carefully controlled. All recruits have to undergo a rigorous series of tests and training, in order to demonstrate that they are competent to handle a weapon before being allowed to do so.

  Instructions for the security of arms, ammunition and explosives are set out in Joint Service Publication (JSP) 440 (The Defence Manual of Security) Part 7 Section 7 Chapter 1 and are applicable to all Service Establishments. A copy is attached.

  In addition to the generic instructions for minimum physical security standards to be applied, the responsibilities of Heads of Establishments are clearly defined. Every establishment (including initial training establishments) with holdings of arms, ammunition and explosives must publish additional Security Standing Orders detailing procedures to be followed and additional guidance on subjects to be covered is given at Annex A to the Chapter.

NAVY

  All establishments have security orders and examples from CTCRM and HMS Sultan are attached. In respect of CTCRM the instructions are contained within Unit Standing Orders Part 1—Stores System, paras 1220-1221; 1229-1238 and Training Instruction C5—Ammunition Orders (also attached)[19] refer.

ARMY

  A copy of the G2 Security Policy document issued January 2004 in respect of guarding (including armed guarding) of ATRA establishments is attached.14

RAF

  The document "Royal Air Force Arming Directive for the Employment of personnel on General Security Duties in Situations other than Operations" is attached and applies to all RAF establishments.
