Systems and procedures for guarding establishments

  Service personnel receive adequate training in weapons handling, marksmanship, weapon safety and rules of engagement before being issued with arms and ammunition for guard duties. Commanders at all levels are responsible for ensuring that personnel issued with arms and ammunition are properly trained and that regular refresher training is carried out.

NAVY

  The Royal Navy Manual of Military Training, Operations and Tactics (BR 8988) is attached17. The number of regular Service personnel routinely employed in the guarding of establishments has declined significantly over the last two years with the introduction of the Military Provost Guard Service (MPGS) at all major RN shore establishments. Implementation of the MPGS is continuing to RM units and this will further reduce the numbers of Naval Service personnel employed in the guarding of establishments.

ARMY

  The Military Provost Guard Service normally undertakes guard duty at Phase 1 training establishments. Recruits undergoing Phase 2 training carry out such duties only if they are fully trained with their weapon and have passed the appropriate courses. Those who are not fully trained, and those who are being discharged from training and thus about to leave, are not used for guard duty.

  A copy of the G2 Security Policy document issued January 2004 in respect of guarding (including armed guarding) of ATRA establishments is attached.

RAF

  The document "Royal Air Force Counter Terrorist Guarding Directive for Units in Great Britain in Peacetime" is attached[20] and applies to all RAF establishments.
