Continued assessment and independent oversight

What plans are there for DOC to continue monitoring initial training in the Armed Forces? How will the Directorate of Operational Capability and the Adult Learning Inspectorate cooperate in the future? Who will ALI report to when it finishes its audit in March 2005? In terms of assurance, what does the ALI offer that cannot be provided by DOC?

  DOC has suggested that it should conduct another Reappraisal of Initial Training in 2007.[42]

  In his Statement to the House on 24 May 2004 the Minister for the Armed Forces (Min AF) stated that he had appointed the Adult Learning Inspectorate (ALI) to conduct independent inspection and oversight of the armed forces' training establishments. To this end a Memorandum of Understanding (MOU) has been signed between the Ministry of Defence (MOD) and the ALI. The Survey of the Duty of Care and Welfare Provision in Initial Training currently being conducted by the ALI is due to be completed and the report forwarded to the Min AF by Easter 2005. The ALI will conduct an annual rolling programme of inspections from April 2005.

  External inspection by the ALI provides the MOD with an independent oversight of its training and education provision from a learner focussed perspective. ALI inspection against the Common Inspection Framework and subsequent report publication will enable the MOD training and education provision to be benchmarked against appropriate national standards where they apply.

  Both the ALI and DOC offer the MOD the opportunity to review the training provision from a learner focus and operational perspective respectively. It is the combination of DOC appraisal, ALI inspection and annual internal audit programmes conducted either jointly on a Tri-Service basis or by the single Services that will highlight the issues requiring action and the identification of good practice. DGTE, acting as the focal point, brings together the outcomes of audit, appraisal and inspection through the Best Practice Working Group (BPWG). DGTE has also recently reorganised resources to enable the formation of the Individual Training Capability Team who will conduct studies aimed at the identification and promulgation of best practice.
