  Having run for eight years a private animal rescue organisation and seen the problems mainly in the domestic field, the more so at Christmas time, I appreciate the Government's work in the field of animal welfare and the Dangerous Dogs act of 1997. Most of the problems in this field start at Christmas with the animal growing up alongside excitable children.

  I would suggest the following.

    "All Domestic Dogs and Bitches over one year old and of large breed category should wear a Halti Type Head Harness, instead of the normal collar for control. These if used to restrain the animal stops its mouth from opening to bite and guides it by turning the head to left or right. A Horse uses similar but more complicated equipment".
