Memorandum submitted by the Halal Food Authority

  Thank you for your recent communication with which you enclosed the document "Launch of the Draft Animal Welfare Bill" and, having perused it, we would like you to note Halal Food Authority (HFA) is of the opinion that this Bill not only would protect and preserve animal welfare, it would also impel humankind to treat animals with dignity and reverence.

  HFA would in fact commend clauses therein on topics in question in the interest of establishing and defining a modus operandi for animal welfare in general.

  HFA proposes to add to Draft Bill:

    —  6  Regulations to promote welfare (2)(iv) at slaughter, religious or otherwise and.

  We would also point out that since animals destined for halal slaughter, according to axiom of Muslim dietary rules, should be without any defects or impediments, it is advisable to reconsider "docking of sheep tails" issue. HIFA would implore that:

    —  Annex A, Regulatory Impact Assessment 18 should clearly state that although adopted for hygiene reasons the practice of tail docking of sheep in the interest of animal welfare should soon be banned.
