Memorandum submitted by Rhondda Animal Aid

  We wish to submit evidence relating to 6(2)(ii)/Regulations to promote animal welfare/during transport.

  We believe domestic animals, eg dogs, should be covered by this provision; and that this should be made specific. It is the policy of most local authorities in Wales to transport their impounded stray and unwanted dogs to England. To do this they use unregulated agencies such as CARA. We understand that dogs transported in this way travel in large numbers in vehicles not designed or adapted for the purpose; without any monitoring regarding fitness for the journey or length of time in transit; and without adequate records being kept of their places of origin, or of their final destinations.

  We request that this transportation be regulated under the provisions of the Bill, regarding:

  1.  The number of dogs per vehicle.

  2.  The distance travelled without food/drink/exercise breaks.

  3.  The fitness of individual dogs to travel.

  4.  The vaccination status of individual dogs.

  5.  The appropriateness of the vehicles used.

  6.  The appropriateness of the destinations.

  7.  The adequacy of records kept.
