Annex 1: "Key ongoing actions" listed in the Work programme for 2005

CROSS-CUTTING ACTIONS

  • Negotiating the contribution of the next Financial Perspectives and its underlying policies to the objectives of the Union 2007-2013; and
  • Guaranteeing the smooth functioning of the enlarged Europe and the full application of the policies and rules within all the Member States.

PROSPERITY

  • Turning the Growth Initiative into concrete actions, in particular in infrastructure;
  • Advancing preparation of the international fusion energy initiative (ITER);
  • Final year for the Financial Services Action Plan 2000-05;
  • Development of a European policy on space;
  • Further development of policy in key Internal Market areas such as public procurement (defence and public-private partnerships), intellectual property and financial services (clearing and settlement); and
  • Promoting better economic governance and strengthening the capacity for monitoring the macroeconomic and fiscal situation.

SOLIDARITY

  • Launching of the new system for emissions trading and implementation of the Kyoto Agreement;
  • First year of implementation of Common Agricultural Policy reform with the introduction of the single farm payment;
  • Paving the way for a maritime policy for the Union; and
  • Implementation of the EU Biodiversity Plan.

SECURITY

  • Ensuring food safety and phytosanitary controls as well as harmonised verification of the health of imported animals and the safety of imported food and feed;
  • Preparing a new initiative on security research;
  • Preparation of the second phase of the Common Asylum System (including implementation of European Refugee Fund II);
  • Strengthening common visa policy and security of travel documents; and
  • Stepping up the fight against terrorism by reinforcing EU networks and capabilities.

EXTERNAL PRIORITIES

  • Implementing a new EU neighbourhood policy through action plans already adopted;
  • Stabilisation and association in the Western Balkans;
  • Preparation for the accession of Romania and Bulgaria;
  • Implementing the pre-accession strategy and accession negotiations with Turkey and Croatia;
  • Negotiation on streamlined package of external relations instruments within the Financial Perspectives package;
  • Collaborating with the US on the Middle East Peace Process;
  • Pursuit of current regional or bilateral negotiations (Mercosur, GCC) and other initiatives to strengthen trade relations (United States, Canada, ASEAN);
  • Implementation of the European Security Strategy and further steps in European Security and Defence Policy;
  • Helping ACP partners to absorb the consequences of the EU sugar reform; and
  • Ongoing negotiation of Multilateral Environmental Agreements, including ongoing climate change negotiations.
