dated 2nd December. I very much look forward to seeing the Minister's
comment on my memorandum on Uganda.
Meanwhile, attached please find the copy of
a revealing article written by Lieutenant General Saleh, president
Museveni's brother and confidant, who has said:
"African values are not compatible with
western liberal democracy and the so-called human rights and good
governance" Uganda needs "a just and effective legal
system and little or no rhetoric on democracy, human rights and
good governance".
