OVERSEAS TERRITORIES

Letter to the Secretary of State for Foreign and Commonwealth Affairs from the Chairman of the Committee, 23 October 2002

  Thank you for your letter of 12 July[1]in which you agreed to make arrangements for the Committee to be shown, where appropriate, draft Orders in Council on Overseas Territory Constitutions before they are made.

  The Committee was pleased to receive the first draft Order in Council under the new arrangements on 7 October. However, it was unable to consider the draft Order in Council—the draft Turks and Caicos Islands Constitution (Amendment) Order 2002—until its next meeting, which was on 22 October, the day on which the Order in Council was made. I hope that in future the FCO will use its best endeavours to ensure that draft Orders in Council provided under the new arrangement are sent to the Committee not later than 28 sitting days before they are made. This would enable the Foreign Affairs Committee to make its views known, should it wish to do so, before such Orders are submitted to the Privy Council.
