Letter to the Clerk of the Committee from the Parliamentary Relations and Devolution Department, Foreign and Commonwealth Office, 9 March 2004

ORDERS UNDER THE UN ACT

  The Government, in its response to the Committee's 1999 report on Sierra Leone, undertook to report Orders made under the United Nations Act of 1946 to the Committee when they have been made by Her Majesty in Council. I enclose two Orders[2]made under the UN Act on 11 February 2004 and laid before Parliament on 12 February. The Orders implement a resolution of the United Nations Security Council (UNSCR 1521 (2003)) requiring States to impose certain sanctions, and are as follows:

  The Liberia (United Nations Sanctions) Order 2004 (SI 2004/348).

  The Liberia (Restrictive Measures) (Overseas Territories) Order 2004 (SI 2004/347).

  The 1999 report mentioned that any sanction Orders approved by an FCO Minister should be brought to the attention of the Committee. Therefore I also enclose an Order implementing European Council Common Position 2004/31/CFSP in the Overseas Territories.[3] This imposes an arms embargo on Sudan, and is entitled:

  The Sudan (Restrictive Measures) (Overseas Territories) Order 2004 (SI 2004/349).
