TARGETS FOR YOTS AND SECURE FACILITIES

TARGETS FOR YOTS

(CORPORATE AND BUSINESS PLAN 2003-04 to 2005-06)

1. PreventionReduce the involvement of young people, who are usually resident in the Yot area, in:

—vehicle crime by 30% in 2004;

—domestic burglary by 16% by 2004 and 25% by 2005;

—robbery (in those Yot areas within the 10 street crime areas) by 10% in 2004 and 15% in 2005.

2. RecidivismAchieve a reduction in re-offending rates by 5% in 2004 with respect to each of the following four populations:

—pre-court;

—first tier penalties;

—community penalties;

—custodial penalties.

3. Final WarningsEnsure that, by the end of 2004, 80% of Final Warnings are supported by interventions.

4. Use of secure facilitiesBy the end of 2004, reduce the use of the secure estate for:

—remands to 30% of the total number of remand episodes involving bail supervision, remand to local authority accommodation, court ordered secure remand and remand in custody;

—custodial sentences (Detention and Training Orders and Section 90/91) to no more than 6% of the sentences imposed by 2004.

5. Use of restorative processesEnsure that restorative processes are used in 80% of disposals by the end of 2004.

6. Victim satisfactionEnsure that 70% of victims, who have been consulted or who have participated in restorative processes, are either satisfied or very satisfied with the outcome by the end of 2004.

7. Parental satisfactionEnsure that, of those parents participating in parenting programmes (voluntary and statutory), at least 70% complete them and 70% are satisfied or very satisfied.

8. ASSETEnsure that ASSET is completed for all young people subject to both:

—community disposals—during the assessment, at the review stage and at the closure point; and

—custodial sentences—at the assessment, transfer to the community and the closure stages.

9. Pre-sentence reportsEnsure that 90% of pre-sentence reports prepared for the courts are submitted within the timescales prescribed by the National Standards for Youth Justice.

10. Detention and Training
Orders
Ensure that all initial training plans for young people subject to Detention and Training Orders are drawn up within the timescales set in the National Standards for Youth Justice.

11. Education, training and
employment
Ensure that 90% of young offenders supervised by Yots are in suitable full-time education, training or employment by the end of 2004.

12. AccommodationEnsure that all Yots have a named accommodation officer and all young people either subject to community interventions or on release from the secure estate have satisfactory accommodation to go to.

13. Mental healthBy the end of 2004, all young people who are assessed by ASSET (and once available the mental health assessment tool) as manifesting:

—acute mental health difficulties should be referred by the Yot to the Child and Adolescent Mental Health Service (CAMHS) for a formal assessment commencing within five working days of the receipt of the referral with a view to their accessing either a Tier 3 or other appropriate CAMHS Tier service based on this assessment;

—non-acute mental health concerns should be referred by the Yot for an assessment and engagement by the appropriate CAMHS Tier (1-3) commenced within 15 working days of the receipt of the referral.

14. Information from YotsIf young people arrive without an ASSET or pre-sentence report, follow-up action must be taken within one hour and the young person managed as vulnerable until the information is obtained from the Yot.

15. Reporting information gapsEach secure facility must notify the Youth Justice Board by noon the day after reception if the ASSET/post court report for a young person is not received by then.
16. Time out of room95% of young people will spend less than 13 hours a day locked in their room by March 2004.
17. Hours of education and
training
During 2003-04, 90% of young people will receive 30 hours a week of education, training and personal development activity compliant with the National Specification for Learning and Skills. For young people in YOIs, the target will be 20 hours a week by the end of 2004 rising to 30 hours a week by 2006.
18. Literacy and numeracyBy March 2004, all young people entering secure facilities will be tested for literacy and numeracy with 80% of young people on DTOs of six months or more improving by one skill level or more in literacy and/or numeracy appropriate to the level of need set out in their Individual Learning Plan.
19. ReceptionAll young people will be assessed by a clinician on reception for vulnerability and substance misuse.
20. Training planningAll training planning meetings will be carried out in line with the National Standards for Youth Justice and will include establishment education staff.
21. Advocacy service30% of juveniles in custody will have access to an independent advocacy service by March 2004 with 100% access by March 2005.
